Is car lift legal in the UAE?

The short answer: a car lift is legal when it is run by a properly licensed transport operator. Paying a private driver in their own car is not, and fines are heavy.

What “car lift” means in the UAE

In the UAE, “car lift” usually means a paid, scheduled ride between home and work. You pay a daily or monthly fee and a driver collects you at fixed times. The term covers two very different things:

  • Licensed transport operators: companies registered to carry passengers, using vehicles and drivers authorised for that purpose.
  • Informal private car lifts: individuals carrying paying passengers in their own private car, often advertised in social media groups.

The first is a legitimate service. The second is treated as illegal passenger transport.

What the authorities have said

Abu Dhabi Police have reported a fine of AED 3,000, 24 black points and a 30-day vehicle impound for using a private vehicle to carry passengers without a licence.

In Dubai, the Roads and Transport Authority (RTA) has run inspection campaigns with Dubai Police against illegal transport operators. Reported fines reach AED 30,000 for individuals and AED 50,000 for companies, and hundreds of vehicles have been impounded.

Fines fall mainly on the operator and driver, but passengers also lose out. An unlicensed ride may have no proper insurance cover for passengers, and the service can stop overnight if the car is impounded.

Why it matters to you as a passenger

  • Insurance: a private policy may not cover paying passengers.
  • Reliability: if the vehicle is seized, your commute ends without warning.
  • Accountability: there is no company to contact if something goes wrong.
  • Safety: you know nothing about the driver’s background or the vehicle’s condition.

How to choose a legitimate car lift

  1. Ask for the company name and check that it is a registered business with a website and fixed contact details.
  2. Look at the vehicle. Company-operated fleets usually carry branding and fleet numbers, not just a private car.
  3. Get the price and terms in writing before you pay.
  4. Know who the driver works for and who to contact if they are late or unavailable.
  5. Be wary of very low prices from individuals in online groups.

FAQ

Questions people ask

Is it illegal to take a car lift in Dubai?

Using a car lift from a licensed transport operator is legal. Paying an individual to carry you in a private car without a permit is illegal passenger transport, and authorities fine the driver and can impound the vehicle.

What is the fine for an illegal car lift in the UAE?

Abu Dhabi Police have reported a fine of AED 3,000, 24 black points and a 30-day vehicle impound for using a private vehicle to carry passengers without a licence. In Dubai, the RTA has reported fines of up to AED 30,000 for individuals and AED 50,000 for companies operating illegal transport.

Is sharing a ride with a colleague illegal?

Informal carpooling where nobody charges a fare is different from a paid car lift. Rules can change and vary by emirate, so check current RTA guidance if you are unsure.

How do I know if a car lift company is genuine?

Look for a registered business with a company name, a website and contact details, branded commercial vehicles, written confirmation of price and terms, and drivers it employs directly.
